Nope. At my school were allowed to wear any skirt, as long as it covers your butt completly, then its fun. My school dosen't even care, and there actually very strict on the dress code. The only way they make you change is if your overwieght, but they don't care about they skinny girls,lol. Sad but true. But even the cheer uniforms arnt even that long at my school. Personally I think if a skirt is too long then it looks really dorky. But too short and it looks really slutty.

No - I wear skirts shorter than that to school. I probably shouldn't though, ha. To be honest with you, it depends on the skirt. With some skirts, it'll appear slutty, but with others it won't.
I consider that medium length. Way to short is when everyone can basically see the underwear or a hand shorter.
When it's so short that so much of it is covered by your top that you can't tell you're wearing the skirt.

Wearing something hands down, pinkie finger length is our school dress code, and I find that quite fair.
Depends on how short your arms are. That is a bit short though.
