How can we deal with the growing number of teenage gangs on UK streets?

I read a story on the BBC website today about a 67-year old man and his son that were playing cricket, only to have a gang of around 20 youths come and throw stones at him until he died from head injuries.

How the hell are gangs allowed to get away with this?! What action would you like to see taken to stop this kind of behaviour once and for all?How can we deal with the growing number of teenage gangs on UK streets?
